The EU's quality schemes are a key tool for protecting the uniqueness and enhancing the competitiveness of the exceptional foods produced in the EU. They help promote social, economic, and environmental resilience and sustainability—not only for producers, but also for the rural areas where these products are made. PDOs and PGIs play a crucial role in helping to stabilize rural populations and create economic opportunities.
Teruel is the second least populated province in Spain, with a population density of only 9 inhabitants per km². Extreme climate conditions and a lack of opportunities have led to a 27% decline in the young population (aged 18 to 40) over the past 15 years.
It is in this challenging context that Spain’s first PDO ham is produced: Teruel Ham and Shoulder PDO. This PDO is the largest collective enterprise in the entire province and directly or indirectly employs nearly 3% of Teruel’s active working population.
However, the EU's PDO quality label is the least recognized in Spain: only 14% of Spaniards are familiar with it. This seriously threatens the competitiveness of these unique European foods, produced under high EU quality standards, and puts the livelihoods of their producers and the rural regions where they are made at risk.
In response, the Regulatory Council of the Teruel Ham and Shoulder PDO is committed—through this programme—to increasing awareness and recognition in Spain of the EU quality scheme labels in general, and of the Teruel Ham and Shoulder PDO in particular. The goal is to help consumers understand the value of agricultural products bearing the EU quality labels, and specifically the value of Teruel Ham and Shoulder PDO.
To achieve this, promotional, educational, and outreach actions have been planned over the three-year campaign, targeting household decision-makers in Spain through mass media and digital channels, with a total budget of €2,979,293.54 and an expected ROI of €8,16 for every euro invested.
